Hold Harmless distributions
The Hold Harmless Disbursements to counties under IC 36-8-16-.7-17 are from revenues received into the Indiana Statewide 911 Board fund. In 2012 the General Assembly modernized the 911 fee statute in Indiana and required all 911 fee collections to be at the “state” and not by each county the guaranteed or “hold harmless” formula was included. The Indiana Statewide 911 Board was required to “average” the wireline and wireless 911 revenue for each county for the state’s fiscal years 2007, 2008, and 2009. This average became known as the “hold harmless” or guaranteed funding that each county would receive annually. Currently $60,778,104.00 are guaranteed in annual disbursements to county auditors.

90/10 split distributions
Unlike the Hold Harmless funds, the 90/10 split funding is NOT guaranteed. The funds for the 90/10 split distribution come from available revenues over and above expenses incurred by the Board. The distribution amounts for each county are determined by 90% of the population and 10% equal share of the revenues. The 90/10 distribution amount is subject to change from year to year and will not be released until all expenses by the Board have been paid for the state’s fiscal year.
